The reporter learned from the Ministry of Agriculture and Rural Affairs that the construction project of cold chain logistics facilities for agricultural product storage and preservation has been implemented for more than two years, and the construction of cold storage and preservation facilities in agricultural product production areas has progressed smoothly, achieving phased results. Centering around the main production areas of agricultural products and the advantageous areas of characteristic agricultural products, the central government has supported a total of 27000 farmers' professional cooperatives, family farms, and collective economic organizations to build refrigeration and preservation facilities in their production areas through a "build first, then supplement later" approach. It has also supported the promotion of the entire county, adding more than 12 million tons of storage capacity.

Firstly, there is a layout for facility construction. The General Office of the State Council has issued the "14th Five Year Plan for the Development of Cold Chain Logistics", which provides a comprehensive and full chain planning layout for the cold chain logistics network. The Ministry of Agriculture and Rural Affairs has formulated and issued the "14th Five Year Plan for the Construction of Cold Chain Logistics for Storage and Preservation of Agricultural Product Production Areas in China", proposing the construction of a "one network, five major supports" integrated and linked cold chain logistics system for production areas. More than 20 provinces (districts, cities) have formulated relevant plans and formed a coordinated development plan layout for the cold chain logistics of agricultural products during the 14th Five Year Plan period.

Secondly, there is a strong level of financial investment. A total of over 10 billion yuan was allocated from the central government to support the construction of refrigeration and preservation facilities in production areas, directly leveraging social investment of over 40 billion yuan. Many local governments have coordinated their finances, increasing the number of subsidy recipients, expanding the scope of subsidies, and increasing the proportion of subsidies, becoming a powerful supplement to the central government's finances.

Thirdly, there is a mechanism for promoting work. A working mechanism has been established with central coordination, provincial overall responsibility, and implementation by cities and counties. At present, provincial-level agricultural and rural departments have basically established specialized work teams. Establish contact mechanisms for provincial leaders in Anhui, Guangdong, Chongqing, Sichuan, Gansu, and other regions. Tianjin, Shanxi, Jiangxi, Shandong, Hunan and other places have included project construction in the performance evaluation of leading cadres' promotion of rural revitalization strategy.

Fourthly, project management is standardized. The General Office of the Ministry of Agriculture and Rural Affairs has issued the "Management Standards for the Construction of Refrigeration and Preservation Facilities in Agricultural Product Production Areas (Trial)", which focuses on unified regulations on planning, application and approval, construction guidance, completion acceptance, supervision and management, and other contents. The provincial agricultural and rural departments shall formulate specific implementation rules based on this standard and in combination with local conditions, establish and improve a management system that connects the upper and lower levels, and is responsible at different levels, and improve the institutionalization and standardization level of project management.

Fifth, supporting policies are guaranteed. Promote the implementation of land and electricity preferential policies to support the construction of cold chain logistics facilities in various regions, and more than 20 provinces (districts, cities) have issued local implementation documents. Promote the introduction of financial supporting policies, innovate products, optimize processes, and promote the development of exclusive financial products such as "Warehouse Preservation Loan, Warehouse Preservation - New Agricultural Insurance, Warehouse Preservation - Zhejiang Dancai Agricultural Loan", with a total loan application amount of over 10 billion yuan.

The shortage of refrigeration and preservation facilities in the production area has been accelerated, and the foundation of the industrial chain supply chain has been continuously strengthened. The project construction enhances the storage and preservation, commercialization processing, and initial processing capabilities of agricultural product production areas, effectively reduces postpartum losses, achieves selective and off-season sales, enhances the bargaining power of the main body and the industry's ability to resist risks, becomes a "stabilizer" and "reservoir" of the supply chain, and becomes a new platform and channel for farmers to increase income. At the same time, the project construction adheres to tilting towards poverty-stricken areas, covering a total of 545 poverty-stricken counties, accounting for about 50% of the actual total subsidy funds, becoming a powerful lever to consolidate and expand the achievements of poverty alleviation.
